廣州出臺(tái)高端專業(yè)外籍人才認(rèn)定新政

Recently, Guangzhou Municipal Science and Technology Bureau published a notice about identifying high-end and professional foreign talent.

近日，廣州市科技局發(fā)布了關(guān)于認(rèn)定高端專業(yè)外籍人才的通知。

According to the notice, high-end foreign talent (category A) includes scientists, leading science and technology (S&T) talent, international entrepreneurs, special talent, and other foreign high-end talent urgently needed for China's economic and social development.

根據(jù)通知，外國(guó)高端人才（A類）包括科學(xué)家、領(lǐng)先科技人才、國(guó)際企業(yè)家、特殊人才以及中國(guó)經(jīng)濟(jì)社會(huì)發(fā)展急需的其他外國(guó)高端人才。

Foreign talent meeting one of the following conditions will be identified as high-end (category A):

符合以下條件之一的外國(guó)人才將被認(rèn)定為高端（A類）：

1.The winner of a provincial or ministerial level or above S&T award

1.省部級(jí)以上科技獎(jiǎng)勵(lì)獲得者

2.Professor (researcher) or associate professor (associate researchers) of high-level university or with middle-level or above management position in science institutions

2.高水平大學(xué)教授（研究員）或副教授（副研究員）或科學(xué)機(jī)構(gòu)中層或以上管理職務(wù)

3.Former high-level leaders of international maritime organizations

3.國(guó)際海事組織前高級(jí)領(lǐng)導(dǎo)人

Foreign professional talent (category B) includes foreign professionals who meet the requirements of the Guiding Catalog and Positions for Foreigners Working in China, fulfilling the urgent demands of China's economic and social development.

外國(guó)專業(yè)人才（B類）包括符合《外國(guó)人來(lái)華工作指導(dǎo)目錄和職位》要求的外國(guó)專業(yè)人才，滿足中國(guó)經(jīng)濟(jì)和社會(huì)發(fā)展的迫切需求。

Foreign talent meeting one of the following conditions will be added to foreign professional talent (category B):

符合下列條件之一的外國(guó)人才將被添加到外國(guó)專業(yè)人才（B類）中：

1.Foreign talent with senior managerial or technical positions of the top 500 Chinese enterprises, unicorn enterprises, and little giant enterprises (identified by the provincial economy and information technology bureau,) and key research centers (identified by the relative bureaus)

1.在中國(guó)500強(qiáng)企業(yè)、獨(dú)角獸企業(yè)和小巨人企業(yè)（由省經(jīng)濟(jì)和信息化局認(rèn)定）和重點(diǎn)研究中心（由相關(guān)局認(rèn)定）擔(dān)任高級(jí)管理或技術(shù)職務(wù)的外國(guó)人才

2.The specialist who meets the condition on the Catalogue of Industries for Encouraging Foreign Investment

2.符合《鼓勵(lì)外商投資產(chǎn)業(yè)目錄》條件的專家

3.Foreign talent whose wage is six times or higher than the local citizen's average wage last year

3.工資高于當(dāng)?shù)毓袢ツ昶骄べY六倍或以上的外國(guó)人才
